In Diamond and Pearl, there is a 15% chance of encountering a Kadabra level 20 to 22. This is where the encounters get game-specific. However, there is also a chance to encounter its evolved form, Kadabra. On Route 215, there is a 10% chance of encountering an Abra level 19 or 20. Once there, go left, and you will reach Route 215. You must go to the city and then navigate the path to the topmost point.
